Dipstick

Dipstick: A stuipd (sic) person, a usually metal rod dipped into a liquid reservoir otherwise awkward to get at to measure the remaining material.

"Tell that dipstick he has to clean the dipstick before he can get an accurate measurement". Hockey puck can be substituted as the word for the numbskull, but would be useless as a measuring device.
